This document and statistics are published in accordance with Section 201 P.L. 101-542 as amended by P.L. 102-26 the CRIME AWARENESS AND CAMPUS SECURITY ACT OF 1990 and its revisions.

Student and Staff Safety Information

College Police have created a handout for both students and staff that contains helpful information to increase campus safety and prepare for a disaster.

POLICE SERVICES (20 U.S.C. 1092 C) 

It is the policy of the Marin Community College District Board of Trustees to protect the members of the college community and to protect the property of the Marin Community College District. Under the general direction of the Chief of Police, the Police Department shall insure that reasonable protection is provided by using methods that fit within and contribute to the educational philosophy and process of the Institution.

The Marin Community College District Police provide 24-hour-a-day patrol protection to both the Kentfield and Indian Valley campuses, parking lots, and open space property owned by the District. The department adheres to the standards for selection and training of peace officers as established by the laws of the State of California and regulations adopted by the California Commission On Peace Officer Standards And Training (POST). All District Police Officers are vested with full law enforcement powers and responsibilities, identical to the local police or sheriff in your community. 

Officers are responsible for a full range of public safety services, including all crime reports, investigations, medical emergencies, fire emergencies, traffic accidents, enforcement of laws regulating use of alcoholic beverages on campuses, the use of controlled substances, weapons, disturbances, and all other incidents requiring police assistance. 

Police Department personnel prepare and submit incident reports to a county wide computer system, Criminal Justice Information System (CJIS), in which all law enforcement departments in the county have access. As a courtesy, we share information on arrests and serious crimes with the law enforcement agencies surrounding our campuses. The serial numbers of all vehicles and equipment stolen from the campuses are reported nationwide through the National Crime Information Center (NCIC).

The Police Department may employ parking enforcement officers whose training and authority extend only to matters pertaining to the illegal parking of motor vehicles. Parking enforcement officers are not peace officers.

CRIME REPORTING PROCEDURES  (20 U.S.C. 1092 A)

Working together, security at the Marin Community College District Campuses is everybody's business. No community can be totally risk-free in today's society. Students, faculty, staff and visitors are partners in creating an atmosphere that is safe and conducive to learning.

Anyone may report an emergency or any in-progress criminal act by calling 9-1-1, or police dispatch at 485-9696. Non-emergency police assistance can be obtained by calling 485-9455 on the Kentfield Campus, or 883-3179 on the Indian Valley Campus.

CRIME PREVENTION  (20 U.S.C. 1092 D/E) 

One of the essential ingredients of any successful crime prevention program is an informed public. It is the intent of the Marin Community College District Police Department to inform students and staff, in a timely manner, of any criminal activity or security problems that may pose a reasonable threat to their personal safety. Such information will normally be distributed through this brochure, through student publications, and/or through campus CRIME ALERT postings. Staff is informed through in-house memos or bulletins and/or regularly published newsletters.

The Police Department provides pamphlets on various topics of Crime Prevention, which are available to all students, faculty and staff members. Topics include: Public Safety Services, General Crime Prevention, Operation I.D., Bicycle Safety and Security, and Sexual Assault Awareness.

Other Crime Prevention training and programs are available on a request. Please contact the Police Department for more information.

Finally, all effective crime prevention programs include some measure of people watching out for one another. All staff and students are asked to be alert, security conscious, and involved. Immediately report all suspicious behavior to the police department.

OFF CAMPUS CRIME  (20 U.S.C. 1092 G)

Local police departments have been requested to provide the Marin Community College Police Department with crime data for the areas surrounding the campuses and other facilities operated by the Marin Community College District. The Marin Community College District Police Department will notify students using those facilities when a security problem arises.

HEALTH SERVICES

First Aid, care and treatment for short-term medical concerns, and some immunizations and screening tests are available to currently registered students. A Health Center is located on both the Kentfield and the Indian Valley campuses. Additionally, the Health Center works in conjunction with the American Heart Association and the American Red Cross to provide training in Health Education, CPR and First Aid for all students, faculty and staff.

The Health Center is staffed by a part-time physician, a registered nurse, and a health services technician. Their hours are: 8 AM to 4PM Monday through Friday on the Kentfield Campus. The Indian Valley Campus Health Center is staffed 9AM to 12PM Mondays, and 12PM to 3PM Thursdays during the Spring and Fall semesters only. SAFETY COMMITTEE

The Marin Community College District utilizes a safety committee to assist with identifying safety hazards and making recommendations to abate, eliminate, or correct these hazards. The committee is comprised of individuals from each union group, student associations, and management. Persons wishing to bring safety matters to the attention of the safety committee are encouraged to contact their student or union representative, or their supervisor. Anonymous complaints may be addressed to the Chief of Police.

ACCESS TO CAMPUS BUILDINGS (AP 6800)

Controlled Access Hours: In order to protect the safety of personnel on District property and the security of District facilities, including the prevention of accidents and fire, the Board has authorized the Superintendent/President to establish the following controlled access procedure for all employees. The weekday hours of 11:00 P.M. to 6:00 A.M., weekends and all holidays are designated as controlled access hours. A schedule of weekend classes will be provided to the District Police Department at the beginning of each semester. Employee and student rights to access facilities may be restricted during controlled access hours if deemed necessary by District administration.
Employees who need to use District facilities during controlled access hours on a regular or anticipated basis must notify their manager/supervisor in writing prior to access, giving the location and an estimated duration of use. The manager/supervisor will forward the notification to the District Police Department. A new request needs to be submitted each semester. Employees who need to use District facilities during controlled access hours on an irregular or unanticipated basis must notify the District Police Department upon arrival, as specified below.
Prior to or at the time of access, the employee is to contact the District Police Department and provide the following information:
- Name, area of access, telephone number in access area, & estimated duration of access.
If an employee needs to extend the access hours beyond the original estimate, the employee should call the District Police Department to advise them of the new departure time.

Most campus buildings are open from 7AM to 11PM Monday through Friday, and for authorized use only on weekends and holidays.

Many campus buildings and rooms are protected by intrusion alarms. When the system is activated, access to these areas is controlled. Before entering alarmed areas at times other than during regular scheduled work hours, the police dispatcher should be advised by calling 415-485-9696, and providing requested information.

It is the responsibility of those who use rooms, offices and areas to lock access doors, turn off lights, and close windows. Police and Maintenance personnel will check many areas of the campus during off hours, but the primary responsibility for security belongs with the user.

ACCESS TO CAMPUS - KEYS (Board Policy 8.0012)

Keys are provided to an individual staff member on a need-to-enter basis as determined by the appropriate supervisor. Lost keys must be reported immediately to one's supervisor and to Police and Maintenance. Keys should never be loaned to other staff members or students. Police personnel will confiscate any keys that have not been specifically issued to a particular individual. Duplication or unauthorized possession of college keys is a violation of California Penal Code Section 469, and is punishable as a misdemeanor.

ACCESS TO CAMPUS - COLLEGE PROPERTY

No college property may be removed from the campus without expressed written permission from the department chairperson or area supervisor. Unauthorized removal of college property is a violation of law and subject to prosecution.

SUBSTANCE ABUSE  (20 USC 1092 I)

In accordance with Public Law 101-226 ''Drug Free Schools and Communities Act of 1989”, the Board of Trustees of The Marin Community College District prohibits the unlawful possession, use, or distribution of illicit drugs and alcohol on District property or as part of any Marin Community College District sponsored or sanctioned activity.

Any student or employee in violation of this policy is subject to disciplinary action up to, and including expulsion or termination from employment for violations of the standards of conduct.

The possession, use and sale of alcoholic beverages by anyone on Marin Community College District controlled property is a misdemeanor as per California Business Code Section 25608 and a violation of the Standards of Student Conduct. The use, sale, or possession of any illegal drug is a violation of state law and any person found in violation may be subject to arrest by Federal, state, local, or campus law enforcement authorities.

Criminal prosecution is separate from any administrative discipline that may be imposed by the Marin Community College Board of Trustees.

No Hate crimes were reported for either campus in 2008, 2009 or 2010.

Hate Crimes
Hate violence as defined in the statute means any act of physical intimidation or physical harassment, physical force, or physical violence, or the threat of physical force or physical violence, that is directed at any person or group of persons because of the ethnicity, race, national origin, religion, sex, sexual orientation, disability, or political/religious beliefs of that person or group. Incidents of hate violence can be reported to District Police, District Compliance Office, Human Resources, and/or the Office of the Vice President of Student Services.

The District does not condone hate violence and is responsible for ensuring that the rights guaranteed by state law and the U.S. Constitution are protected for all people regardless of their ethnicity, race, national origin, religion, sex, sexual orientation, disability, or political/religious beliefs of that person or group. Unlawful discrimination and grievance procedures are formalized in District Policies AP3430 and AP3435 which can be found in the Health and Safety Policies section of this report.
